In the US it has stronger connotations of being really angry (not just annoyed, furious). “Pissy” or “feeling pissy” can mean annoyed. Pissed in the sense of being drunk isn’t used much if at all. We also don’t much use the phrase “taking the piss” to mean deceiving someone or joking around.
