If you ignore the last panel, I think the joke is just that the skull-belt kid is fearless, and therefore has what it takes to be a great warrior, but doesn’t realize it yet.
The last panel seems to contain a second joke, that the bear is sad that the kid wasn’t scared.
The bones are a bit misleading, at first I thought that the bear ate the skull-belt kid. And I wasn’t sure why “Barb” is written on the wall, just a title I guess.
