I imagine there’s still a fair amount of theft in Saudi Arabia despite their cutting the hands off of thieves. Justice systems where punishments can be meted out that are purely punitive are not especially just.

There’s no evidence that capital punishment deters murder, so I’m not sure why it would deter rape.
