I dont know the Details for the States, but for Canada, the first Test you pass gets you a Learners, in which you arent allowed to drive without a full licence Driver present, and you’re only allowed to take your restricted New Driver’s license after a year of having an L and not getting any tickets, and then a year after that you can finally get an unrestricted license.
