I read Japan is making them censor the game so that could be part of the reason. The ‘Hard R’ graffiti is something else.
Correction: It was EA Japan complaining about why the Japanese rating board banned their game but allowed Stellar Blade uncensored.

They didn’t. Only 2 weeks ago the Devs were boasting about it being uncensored.
